Three Decades Into the 21st Century: A Grand Strategic Agenda for Africa
Whereas attempts at salvaging Africa first emphasised development assistance which seeks to strengthen economic institutions, by the first decade of the century, greater attention was given to state-building as a foundation for development. Three decades into the 21st century, this has become more imperative considering the degree of state collapse. State building in the current African context mandates geo-political restructuring in certain cases and capacity building all the way. Also needed is an international collaboration for Africa’s development that combines innovative international public-private initiatives with the renewed quest for a just and equitable international order, especially in an era of exponential technologies such as artificial intelligence and big data. The international dimension involved in the underlying issues and the imperatives of regional integration in the solution process makes imperative an international and global order that aligns with Africa’s interests and caters to the continent’s history of relative disadvantage.
